Executive Board Member Terms of Office
Approval Date: May 14, 2002
Policy: Each elected officer shall serve a 2 year term. A vacancy in any elected office due to resignation, death, or recall shall result in an appointment by the President to fill said vacancy. Said position will be added to the next AGM ballot for election by the members. Elected officers will serve 2 year terms.
Procedure:
A nominating committee will be appointed from the Board of Directors at least one month prior to the Annual General Meeting (AGM) for the purpose of selecting candidates for positions up for election.
All nominations for positions will be forwarded to the nominating committee.
A ballot will be prepared by the nominating committee and distributed to all Association members present at the AGM.
A representative from the nominating committee will review the ballot during the AGM and take nominations from the floor. Those persons must have previously agreed to serve.
When voting is completed, the new officers will be announced.
Even year elections. President-Elect, Treasurer, Secretary, Fundraising, Publicity, HS Coordinator – Boys, and HS Coordinator – Girls.
Odd year elections: President, Treasurer, Risk Manager, Field Maintenance, Head Coach, Head Referee, Uniforms, Registration, and Scheduler.
Elections to fill vacated positions (also see Bylaws).
A. The secretary will notify all elected officials of the circumstances and scheduled elections.
B. Each Board member present will have one vote with a simple majority required to elect an officer.
C. Officers elected in this manner shall serve until adjournment of the next AGM.

Policy: All members of the Sturgis Soccer League (SSL) who are directly involved with the members of the teams, including coaches, assistant coaches, referees, team managers, board members, SSL staff, etc. will fill out and sign a Risk Management form as provided by the United States Youth Soccer Association (USYSA). These forms must be completed and returned to the SSL office before teams can begin organized practices for the respective season.
Procedure:
A USYSA form will be distributed in every coaches packet every year. They will also be sent out with referee schedules, and distributed at the SSL board of directors meeting prior to the beginning of each season.
The forms are to be collected and submitted to the Risk Manager promptly. No one will be allowed to participate in SSL events, practices, games, or other activities, if such participation results in contact with players for more than 2 hours per year, without returning a completed form.
The Risk Manager is responsible for determining who has not turned in a form and follow-up with those individuals to get the necessary information, signatures, etc.
The Risk Manager is responsible for taking the forms to the Meade County Sheriff’s Department and local police departments and comparing the names on the forms to the list of registered sexual offenders within the county. If a match is made, the President is to be immediately notified and a further investigation will be started.
After the forms have been cleared in Procedure 4, the original form will be sent to the South Dakota Soccer Association Risk Management Coordinator. That person will do random background checks to be determined percentage of the forms submitted. No original forms, or copies, of completed Risk Management forms are to be kept by the local association.
If any member of the SSL becomes aware of a problem with any of the persons listed in the policy above having improper contact with a player, or if they are to become aware of any person falsifying their USYSA form, they must report it to the Risk Manager, or the President or the Head Referee , or the appropriate League Director, (in that order) immediately. The person will be contacted and removed from their position or duty until an investigation can take place.
Rule of Conduct – Association Members
Approval Date: May 14, 2002
Policy: All members of the Sturgis Soccer League will exemplify sporting conduct on the fields and when acting as representatives of the SSL.
League members include board members, coaches, players, and parents.
Referees are contracted members and are included in this policy.
The SSL will investigate any reports of misconduct on the part of its members.
SSL members are responsible for reporting instances of misconduct to the Board.
Serious or repeated instances of misconduct may result in suspension from the League.
Coaches and players will not use tobacco, drink alcohol or use illegal drugs at Sturgis Soccer League function (practices, games, or meetings).
Examples of misconduct include but are not limited to swearing on the field, verbally or physically abusive behavior or sexual harassment.

Policy: The SSL will provide a formal means for the resolution of conflicts with in the organization.
The SSL will identify a committee and outline a procedure to resolve conflicts which arise among coaches, players, referees, parents, or members of the Board of the SSL when such conflicts cannot be satisfactorily resolved informally.
Procedure:
Any member of the SSL having a grievance which he/she is unable to satisfactorily resolve by direct communication with the involved individuals should contact the next level of authority in the following order; Director, Head Coach, Head Referee, President (or at least one of these).
If this does not result in satisfactory resolution of the situation, the individual may request a hearing before the Conflict Resolution Committee.
The President, or President-Elect if the President is unable, shall appoint members of the Conflict Resolution Committee and shall include two executive board members, and two directors. The Head Referee may serve in an advisory capacity. Appointed members will not be directly involved in the situation.
A written request shall be submitted to the Sturgis Soccer League within one week of the discovery of the situation. The hearing will take place within one week of the written request. The committee will reach a decision within 24 hours of the close of the hearing and notify involved parties by mail as to the outcome. The decision of the committee will be final.
Involved parties may bring witnesses the hearing (up to three per side). If an individual feels he/she requires more than the allotted number of witnesses, he/she must have prior approval by the President or designee. The committee members are encouraged to solicit input from individuals as needed.
One committee member will be assigned as a recorder to number evidence and take notes. Audio/visual recording is optional and is not accepted to the USYSA unless transcribed.
Decisions will include mention of the right to appeal the decision to the USSF National Appeals Committee with an attached Notice of Appeal.
GUIDELINES FOR THE CONFLICT RESOLUTION COMMITTEE
The chairman of the committee should be the most experienced member and should be separate and distinct from the voting members.
The recorder needs to number evidence and take notes. All original documents must be saved.
All paperwork should be organized.
The chairman must state the rules of the hearing prior to allowing any testimony.
At the end of the hearing the chairman must ask all parties if they feel that all rules have been upheld.
Committee members must remain courteous, listen attentively and ask questions about the evidence as it comes in.
Rules of the hearing will be stated by the committee member as chairman prior to hearing any testimony.
The Individual that filed the petition for the hearing will present evidence first. Each participant will proceed in the following manner. Opening statement, presentation of evidence, closing statement.
After the parties have presented their respective cases they will be dismissed and asked to leave. The committee may remain and reach a decision or reconvene and reach a decision within twenty four (24) hours.
The committee will stand on one (1) final decision. Participants will be notified of the committee decision. Individual votes will not be divulged.
Participants may bring an attorney if they so choose. However, attorneys may not give testimony or question other witnesses. Participants or committee members acting in those capacities who happen to be attorneys are allowed to function in those capacities outlined in this procedure.
Conversation during the hearing will be directed through the chairman to avoid “fighting” during the hearing. Deliberations do not need to be recorded.
When disciplinary action is taken, the individual must be notified that they have the right to a hearing.
All members of the SSL will be notified at least annually of the availability of the Conflict Resolution Committee and copies of the procedure will be provided upon request.
The Conflict Resolution Committee shall not overrule any policy of the SSL.

Policy: All members of the SSL will conduct themselves according the SSL Rules of Conduct for League members.
Members who are involved in serious or repeated episodes of misconduct are subject to disciplinary action.
The disciplinary committee will consist of the Head Referee, and two other board members.
The Disciplinary Committee will be responsible for the investigation and resulting action in cases of serious or repeated misconduct involving members of the organization.
Procedure:
Any member of the SSL sent from the field due to improper conduct will be suspended until the committee makes a decision concerning the situation.
The President will be notified of the situation on or before the next business day by the referee or the involved SSL member.
If the President is unavailable, the President-Elect, Head Coach, or Head Referee (in that order) is to be notified until the message has been delivered.
The first member of the committee to receive the information is to contact the remaining members within 24 hours.
The committee is to establish a hearing date not to exceed two weeks from the date of the notification and will notify all parties immediately and on the same day.
Involved parties will be instructed as to the procedure for the hearing and will be informed of the option for witnesses and documents, which they feel support their case.
The hearing will follow the US Youth Soccer Appeals Committee Guidelines for Conducting Disciplinary Hearings. See Attached.
Serious or repeated offenses may result in suspension from the league and the Disciplinary committee has Board approval to make such decisions.
The Committee’s decision may be appealed to the Executive Board.
The Committee will report on all of its actions at the next scheduled Board meeting.

Policy: A Sturgis Soccer League (SSL) player who receives two yellow cards or one red card in a game will be subjected to a one (1) game suspension for the next scheduled game. A player who receives two (2) red cards during a season will be subjected to a two (2) game suspension for the next two (2) scheduled games. A player who receives three (3) red cards in a season will be suspended for the remainder of that season. A player receiving a single red card in a game may be subject to more than a single game suspension if the circumstances warrant this action.
Suspensions will include actual games played and not scrimmages, practices, canceled of forfeited games.
All suspensions due to the second or subsequent red cards may be appealed to the Head Referee.
High School Varsity and Junior Varsity Policies & Procedures

Policy: The high school varsity and junior varsity programs will operate under the direction of the Sturgis Soccer League and the South Dakota State High School Soccer Committee. These programs will follow all the policies and procedures for the SSL except as specified in the High School Varsity and Junior Varsity policies and procedures. Classic leagues do not follow the Varsity and JV P&P but rather the SSL P&P only. The U16 and U19 players are required to have player cards.
Procedure: Refer to the High School Varsity and Junior Varsity Handbook.

Policy: The Rules of Play adopted by the SSL shall apply to all coaches.
Coaches shall position themselves and their players and spectators on opposite sides of the field, with coach of the “home” team (team listed first on the schedule) having preference. Having an assistant coach or appointee on the opposite side of the field is not allowed.
Coaches shall stay three (3) feet behind the touch line and keep their players and spectators three (3) feet behind the touch line.
Coaches may offer tactical instruction from the technical area.
Complaints against coaches are to be brought to the SSL and will be investigated according to policy.
The Conflict Resolution Committee is available to coaches according to policy.
Coaches shall provide one linesman per game if none are assigned to the game. Linesmen should report to the referee prior to the start of the game. Coaches should instruct the linesman that he/she is not to coach or instruct players during the course of the game.
Coaches with complaints dealing with referees are instructed to contact the SSL Head Referee.
Coaches must return the jersey roster within two (2) weeks after the issuance of uniforms. An accurate record of which player has which numbered jersey is imperative to prevent confusion and the loss of uniforms at the end of the season. All jerseys are to be returned promptly at the end of the season.
Coaches are to be positive role models for their players. They are to encourage at all times, endorse fair play and sporting behavior, and teach a love of the game. Refer to rules of misconduct.

Policy: All coaches, assistant coaches, and players currently rostered for the present season with the SSL will have their coaching clinic fees paid by the SSL for SSL sanctioned clinics. All others will be approved only on individual basis prior to the clinic participation.

Policy: All players will be registered with the SSL prior to placement on any team. Available scholarships will be distributed by the Director of Registration and will be strictly confidential. Refunds will be permitted up to the time of the player placement on a team and for medical reasons through the first regular season game.
Procedure:
Registration forms will be prepared and distributed as designated by the Board of Directors.
Registration deadlines will be printed on each registration form.
Registration forms are to be returned to the SSL on or before the deadline to guarantee team placement.
Players who register after the deadline will be placed according to available team positions on a first come/first serve basis.
Dues are required at the time of registration. Exceptions may be made at the discretion of the Director of Registration and he/she will be responsible for collecting unpaid dues or allocating scholarship money.
Director of Registration or designee will enter each player’s name and vital statistics into the computer for team placement when properly registered.
Director of Registration will review requests for scholarships and assign according to need and availability of money.
Director of Registration will maintain confidential records of all scholarships.

U8/U10/U12
Gender specific: Boys will play with boys teams and girls will play with girls teams.
Age specific: Where possible, teams will be made of players that fall into the same age bracket.
If attempts following the first two guidelines are not possible, the board represented by the Head Coach, Registrar, and one board member at large will decide the best way to give the best opportunity to all players.
A player may request (with written permission from their parents) to play up a division. Such request should accompany the players registration form. The coaching staff will evaluate these players as to their physical ability abs soccer skill before allowing them to play up.
At this level players will not be allowed to play up if it leaves their assigned team short (fewer than 2 subs).
U14/U16/U19 (In addition to the above guidelines)
When possible age specific teams will be formed, but consideration will be taken in order to give the best opportunity to form teams that will be competitive with their peers.
High School Teams
High school players will be allowed to play varsity or junior varsity as their skills earn them positions.
8th graders will be allowed to play junior varsity or varsity if they demonstrate the physical ability and soccer skills to make them competitive. Parental permission must accompany the player.
7th grade players will be allowed to play with the HS if there is no gender/age specific opportunity at the U14 level. Parental permission must accompany the player.
HOWEVER: Each situation is usually different and should be treated according to the circumstances. All players deserve to be heard, acknowledged, and respected. The Board shall establish an evaluation committee to oversee such requests.

Policy: All players must be registered with the Sturgis soccer league and in compliance with the following procedural guidelines to be considered eligible to play.
Procedure:
Players deemed eligible as determined in Player Registration and Team Formation (Policies and Procedures) will be placed on team rosters.
Players will be checked in prior to the beginning of each game by their assigned coach and referee. *HS/U-16/U-19 see 3H.
Players will be allowed on the field in accordance with the following criteria A. Proper uniform (shirts tucked in during play). B. Shinguards covered by socks. C. Tennis shoes, turf shoes, rubber cleats (no toe cleats), shoes specifically for use on the indoor field must be brought to the field and must not be worn to the facility or in the dirt surface around the facility. Screw in cleats are allowed in outdoor shoes provided the shoes do not have a toe cleat, and are deemed safe by the referee of the game. D. No jewelry.
E. Soft elastic head bands or hair ties only.
F. Properly padded casts at referee’s discretion only.
G. Properly padded splints or braces at referee’s discretion only.
H. U10/U12/U14/*HS/U-16/U-19 Divisions: Player cards are issued for each player and given to the coach at the beginning of the season. Player cards are presented to and checked by the referee prior to each in the U-16 and U-19 leagues. Absence of said player cards will result in forfeiture of the game to the opposing team.
Team Placement Policy (Recreational, Spring and Fall Leagues)

Policy: Registered players will be assigned to teams by computer according to age and gender. New teams will be formed for each fall season. No special requests for league, team, or coach will be accepted or honored. Team size will be determined at the discretion of the Sturgis Soccer League.
Procedure:
Registrations will be sorted and entered into the computer.
The computer will form teams based primarily on age and gender with consideration to geographical area.
The number of players per team will be determined by the number of players allowed on the field during games and the number of players/teams in the league. The number of players on a team should facilitate the “half-game playing time” policy.
The head coach will be a volunteer-usually a parent of one of the players on the team.
The head coach may select/recruit an assistant coach.
The assistant coach’s child will automatically be placed on the team and should be declared prior to team formation whenever possible.
Any individual named as assistant coach is expected to actually function in that capacity.
If a player is presently on a team, permission from that player’s coach must be obtained before the player will be transferred for assistant coaching purposed.
If no volunteer coach is available when the team is formed, the league commissioner will contact each parent on the team requesting volunteers. If this is not successful, a team parent meeting will be called. If no one agrees to take responsibility for the team at this point the team will be disbanded. Several parents may agree to work together to manage and coach a team. Disbanding a team will be considered only after all possible options are exhausted. The commissioner will notify the league President and Head Coach when this situation seems imminent.
A player may make written request to be placed back in the pool for computer reassignment for the spring season, but may not request a specific team or coach.
Parents may make written request that their child not be placed on a specific team. Such requests should be made prior to team formation.
Players/parents desiring to move to an older age group than the player would ordinarily be assigned to, must request permission in writing from the SSL Board of Directors. Requests will be granted/denied based on individual circumstances.
Team Placement Policy ( Indoor League)

Policy: Registered players will be assigned to teams by computer according to age, gender and previous season level of competition. New teams will be formed for each indoor season. No special requests for league, team, or coach will be honored. Team size will be determined at the discretion of the SSL.
Procedure:
Registrations will be sorted and entered into the computer.
The computer will form teams based primarily on age, gender and level of competitive experience.
In most cases 6-8 players will be assigned to each team.
The head coach will be a volunteer – usually a parent of one of the players on the team.
The head coach may select/recruit an assistant coach.
The assistant coach’s child will automatically be placed on the team and should be declared prior to team formation.
Any individual named as assistant coach is expected to actually function in that capacity.
If a player is presently on a team, permission from that player’s coach must be obtained before the player will be transferred for assistant coaching purposed.

Policy: All games will be scheduled prior to the beginning of each season by the Scheduler. Rescheduled and canceled games will be handled in accordance with the Policies and Procedures for same.
Procedure:
The Registrar will provide the Scheduler with the listing of teams in each division.
The Scheduler will develop a schedule for each team.
Coaches who have more than one team may contact the Scheduler and request that conflicts in the scheduling of the teams be minimized.
No games will be scheduled on Wednesdays, unless absolutely necessary.
The Scheduler will attempt to schedule around previously scheduled school activities.
Games times will be adjusted according to daylight savings time.
Game schedules will be available to the Registrar by a preset date for each season.
Each coach and each board member will be provided with a game schedule prior to the beginning of each season.
The Scheduler will consult with the Head Referee when determining game schedules.
Rescheduling of Games Due to Weather or Field Condition
Approval Date: May 14, 2002
Policy: Games may be rescheduled at the discretion of the Head Coach, Head Referee, or the President when potential exists for injury to players or damage to fields due to weather or field condition.
Procedure:
The Person rescheduling will notify the following radio stations of game cancellations and reschedule dates: KBHB

Rescheduling/Cancellations of Games
Approval Date: May 14, 2002
Policy: Games may be rescheduled at a coaches request only in the event of a major school conflict resulting in that coaches inability to field a team of at least two players below the number of players allowed on the field during games. Major school functions include such activities as concerts, football games, track meets, etc., in which soccer players are also participating rather than spectating.
Any coach requesting a schedule change under number one will submit such request in writing to the Scheduler or designee prior to the approval of any request.
Games may be canceled on the field at the discretion of the referee due to unsafe playing conditions. Games are to be canceled immediately and fields cleared immediately in the event of thunder and/or lightening.
Any game canceled after 3/4 of the game has been played will be considered a complete game.
A referee may move any game to a handicap accessible field if the need arises and such a field is available. A handicap accessible field must be made available if those currently using it do not require handicap accessibility or sevices.
Procedure:
Coaches unable to field a team according to Policy #1 are to contact the Scheduler or Head Coach with the event and affected players at least seven days prior to the event, unless approved by the Head Referee.
A Major school function is, for example, a band, orchestra or vocal concert, track meet, school open house, etc. The Scheduler will determine if the event is a legitimate major school function. The coach of that team will secure signatures or document names of the players affected by the conflict in writing to the Scheduler.
The involved coaches will agree on two to three potential reschedule dates and give those to the Scheduler.
The Scheduler will contact the Head Referee and coordinate a rescheduling of the game in question with this individual and both involved coaches.
Once a game has been rescheduled, it cannot be rescheduled again. If one team does not show up for the game, it will be considered a forfeit.
A reschedule form is to be completed and turned into the commissioner. These forms will be made available in the coaches’ packets.
Coaches may go directly to the Head Referee of the Association to reschedule games. Those doing so will also notify the Scheduler of the rescheduled dates. If the Scheduler is unavailable, the next point of contact is the Head Coach, followed by the President.
A referee canceling a game under Policy 1 or 3 will report same according to referee guidelines.
Coaches with game cancellations which occur under policy 1 or 4 are to notify the Scheduler promptly. The Scheduler will coordinate a reschedule date with the Head Referee and the two coaches.
A referee moving a game under policy 5 will do so at the request of a player or spectator of one of the teams prior to the beginning of the game if appropriate handicap accessible field space is available.
Recruitment of Players at SSL activities

Policy: There is to be no recruitment of players by club organizations at SSL sponsored functions. These activities include but are not limited to league games, league tournaments, etc.
Procedure:
SSL members are to report recruiting effort to the Board if they become aware of same.
Executive Director, President or designee will contact the involved individual and explain/remind about our policy and the potential problems that arise from such recruitment.
If such recruitment efforts continue after verbal contact has been made with an individual, a letter will be sent to the SD State Soccer Board.
Club coaches wishing to recruit or visit with the parents of potential club players may call the SSL Head Coach to obtain telephone numbers and follow-up with their recruitment in that manner.

Policy: Players will wear uniforms obtained and distributed by the SSL. All company sponsored uniforms are property of SSL. All uniforms for age groups U-8 through U-19 are to be returned to the Uniform Director no later than two (2) weeks post season. Players co-paying for T-shirts are not required to return their shirts.
Procedure:
Uniform Director will store all uniforms.
Prior to the beginning of each season coaches are to pick up their team uniforms from the SSL (U-6 through U-14). High school varsity and JV Coaches (Fall season) are to pick up their uniforms at the time they bring in their players pictures and birth certificates for their player cards.
A uniform is to be given to each player and the uniform roster completed.
The coach is to return the uniform roster to the Uniform Director within two (2) weeks after the beginning of the season and keep a copy for his/her records.
The coach is to collect all uniforms from the team after the last game of each season (U-8 through U-19).
Coaches are to remind players to return their uniforms clean and in good repair.
The Uniform Director will inspect team uniforms upon return to ensure that sets are complete and assess any damage.
Each coach is responsible for contacting players who do not turn in uniforms post season.
Delinquent uniforms will be reported to the Team Parent by the Equipment Director. The Team Parent will contact the coach and every attempt will be made to collect the delinquent uniforms.
Players will be billed for non returned or severely damaged uniforms.
Only uniforms approved by the Sturgis board of directors may be worn.

Policy: All equipment ordered by the Sturgis Soccer League or any of its members in the amount of $2,500.00 or more, must be put out for bids before purchase.
The SSL Executive board may give its approval to negate this policy in situations where the circumstances deem necessary.
Outdoor/Indoor Facilities/Attendant Responsibilities

Sign in. Be visible – wear your badge. Get games started and finished on time. Remind people of the rules (outside field).
Check pennies out to teams and collect them after the games.
Keep ball play inside field only.
Players and coaches on north side of big field only.
Street shoes need to be changed.
No spitting.
No sunflower seeds at indoor facilities.
Keep people off the small field (except for players during U8 games). Assist referee with enforcing the shoe rules and other rules. Constantly pick up garbage. Answer questions. Be nice to people. Complete the work tasks assigned with your shift. Listen intently to any complaints, suggestions or compliments. Close up at the end of the season 1. Scoreboards 2. Stereo 3. Lost and found.
Pick up garbage.
Walk through and check entire area.
Lock trailer. Sign out.
Only music approved by and provided by the league may be played in the sound system at the indoor facility. The volume will be monitored at an acceptable level.

Policy: Main Soccer Complex, Sturgis Brown High School, and Believers Fellowship are designated fields for scheduled games. Scrimmage games and practice games may be scheduled on designated fields in these parks. Scheduling or rescheduling of any games, scrimmages or practices will be done through the referee/field assignor.
Use of Facilities and Equipment

Policy: Individuals or teams wishing to use SSL facilities or equipment may do so according to the following procedures:
Procedure:
All requests for use of the above must be made to the Uniform Director, Field Maintenance Director, Fundraiser, or other board member. The request must be approved before any additional action will be taken. Use of SSL equipment for personal use by individuals is highly discouraged.
Equipment belonging to SSL may be used (if approved) by submitting a list of what is required and submitting a deposit of an amount to be determined by what is being used prior to its usage. It is strongly encouraged that the group or individuals using this property then make a donation to one of the SSL projects or the SSL general fund in exchange for use of said equipment.
If any equipment is lost, stolen or damaged while in use according to this policy, it is expected it will be replaced by the group or individual responsible for it at that time.

Policy: All members of the Sturgis Soccer League will adhere to the guidelines/procedures for use of the indoor facilities as outlined below. The indoor facility will be staffed whenever open. Staff have the authority to enforce the policies and procedures of the SSL as well as the guidelines listed below. The indoor facility staff will contact the President with problems and concerns and they will be referred to the appropriate board member for follow-up.
Guidelines for use of the indoor facility:
Players are to carry the shoes they will play with into the facility.
Play is to be limited to the field area.
Players and coaches are to be on the north side of the field and spectators area to remain on the south side of the field.
No spitting.
Sunflower seeds are not allowed.
No one is to be on the practice field unless scheduled to be there.
Players and coaches are to be prompt so that game schedules remain on time and teams are encouraged to exit the facility quickly after playing.
Only music provided by SSL will be allowed and only SSL staff are allowed to regulate the selections and volume of the music.
The staff at the indoor facility will make themselves visible to coaches, players and spectators. Along with the referee, they will remind members of the rules and enforce them. They will also keep the facility clean and maintain an area for lost and founds. They will check the facility at the end of each shift to ensure that it is properly shut down and locked up.

Policy: The SD State Soccer Association Insurance policy is a secondary insurance. The injured party must first file with his/her own insurance company.
Procedure for insurance claim is as follows:
Notify your coach of the injury.
Coach reports the injury to the Risk Manager.
The Risk Manager will then notify the President who will in turn notify the State insurance commissioner. The Risk Manager will do the follow-up work with the injured party.
